He was born on January 27, 1862, in Dublin, Ireland, and showed a talent for music from an early age. He studied at the Royal Irish Academy of Music and later in Leipzig, Germany, under the tutelage of Salomon Jadassohn.

O'Dwyer composed a number of works throughout his career, including chamber music, songs, and operas. His most famous work is the opera "Eithne," which is widely considered to be the first Irish-language opera. The opera draws on Irish mythology, and its themes of love, sacrifice, and the supernatural are typical of Irish folklore. O'Dwyer wrote "Eithne" in 1909, and it received its premiere in 1910 at the Gaiety Theatre in Dublin. The opera was a huge success, and it has since been performed numerous times in Ireland and abroad.

In addition to his work as a composer, O'Dwyer was also a music critic and journalist. He wrote articles and concert reviews for various publications , including The Leader and The Irish Times.
