After earning her Bachelor of Music degree from Ohio University, Brouwer moved to New York City to pursue a career in music. She studied composition with John Corigliano and Vincent Persichetti at the Juilliard School, where she earned her Master of Music degree.

Brouwer's compositions have been performed by many major orchestras and ensembles, including the Cleveland Orchestra, the Baltimore Symphony Orchestra, and the American Composers Orchestra. She has received numerous awards and honors for her work, including the National Endowment for the Arts Composer Fellowship and the Art Song Award from the National Association of Teachers of Singing.
