Salgado was born in the town of Cayambe, Ecuador, in 1903. He showed an early interest in music, and at the age of 12, he began studying piano and composition in Quito. Later, he would go on to study in other countries such as Argentina and the United States before returning to Ecuador.

Throughout his career, Salgado composed a wide variety of musical works, including orchestral works, chamber music, and choral music. He was particularly renowned for his compositions for solo piano, which often incorporated elements of traditional Ecuadorian dances such as the "pasillo" and the "sanjuanito".
