O'Brien studied music at The Juilliard School with Vincent Persichetti and Peter Mennin, and later completed additional studies in composition with Edward Mattila , and Marcel Dick.

He wrote several pieces for chamber groups, including the 21st Century Consort, and was highly regarded for his deft and subtle intuition in his compositions. Some of his notable works include "Algebra of Night" and "Codex Nuovo," which showcase his unique style and approach to contemporary classical music.

Aside from his music career, O'Brien also had a career in the film industry. He appeared in several silent films as a matinee idol under the name Louis O'Brien before changing his name to Eugene and transitioning to composing.
