He studied musicology, sociology, and philosophy at the University of Cologne before becoming a composition student of Karlheinz Stockhausen at the Darmstadt Summer Courses. He was one of the leading figures of European contemporary music in the 1970s and continued to compose up until his death in 2014.

Boehmer's music style was characterized by its diversity and eclecticism, incorporating influences from jazz, rock, and non-Western music. He was known for his use of electronics in his compositions, and he explored the boundaries between notated and improvised music. Some of his best-known works include the opera "Reconstructie" and "Für Stimmen."

Aside from his composing career, Boehmer was also an influential teacher and wrote extensively about music. He taught at various institutions, including the Rotterdam Conservatory and the University of the Arts in Berlin, and was a visiting professor at several universities across Europe and North America.
